Jim's Subway 25: I know who the killer is...

Jim was inside the police station.
  No.  he had not been caught.
  He was standing in the place of his own volition.
  Why was he there?
  Had he gone mad?
  Maybe...
  But he did have a plan.
  As he stood there in the waiting room ready to be called in, standing nervously his hands fidgeting in his trouser pockets, Jim wondered maybe about a hundred different things whether or not he was making a mistake.
  He had about decided that he was making a mistake, and just as he was leaving, a voice called his name.
  The next minute Jim was sat in a room all by himself, with an officer by the door and DC Peddler sat to a table opposite him.
  They stared at each other, coldly.
  The mutual hatred between the two men was palpable.  Even the officer guarding the door looked nervous, like he was expecting a bomb to go off at any second.
  DC Peddler was the first man to break the horrible silence:
  'So you have come to hand yourself in, hey?  Glad to see that you have come to your senses Jim!  I always knew that you would understand that there was no way for you to win this.'  
  'Win what?' Jim replied.  
  'This game of cat and mouse you have started!'
  'Now look here, DC Peddler.  I don't mean any offence when I say this, but, I never started any game!  I just came to Fenwick one day, a tourist if you will, made a few friends, had a little drink, and decided I liked the place enough to stick around a little bit longer.  I had no plan.  Most of the time I do not know what I am doing.  Do I suffer form bad luck?  Sure I do.  DO I make mistakes?  Absolutely!  But there has never EVER been a game.  I have been so drunk lately that I am simply unable to do anything sophisticated.  I even forget things.  I did stuff one evening I can't remember any of it.  I even have a new friend who cannot remember talking to.  That's me.  I am not a grey eminence, a planner, a plotter, a string puller:  I am just Jim, and I am a mess.'
  'Nice try son,' DC Peddler replied.  'You can put on this act, pretend that you are a dimwit, but it won't work with me.  I can see through people like you.  You ever read the wizard of oz?  Well they pull away the curtain to find a frightened old man.  It is the opposite with you.  When we pull away your curtain we find a ravenous beast, a demon lord.'
  'NO!  You are looking into this too much!  You have way too much time on your hand if you think I am a demon lord!  What you see is what you get.  I am an idiot!  Please believe me.'
  But the DC only sighed and started to shake his head.  'Alright!  Enough with the prattle.  What is the real reason you are here?  I imagine you have something important to say?  You didn't just come here to grovel.  I do realise I could have you arrested merely for wasting police time?'
  'Stop with all the threats and just listen to me for a change,' Jim retorted.  'I have got some information for you.  Invaluable information that might prove to be pivotal in the completion of the Fenwick murder case.  You see, DC Peddler, I know who the murderer is.  Now don't look at me like that!  This is no trick.  Why would I want to mess around with you about something so serious?  Now listen:
  'I know the murderers name.  I also know where you can find him.  If you swing your people into action quickly you will still be able to catch him in the next twenty four minutes.  He is staying in the Rits hotel.  Here's the room number.  You will find everything that you are looking for there, I promise.  This man is dangerous.  I was his prisoner for many days.  He told me many things.  He told me he was going to kill the man you found in the canal.  And he was going to kill Jo.  And he is planning to poison the cities water supplies.  He is an eco terrorist and a madman.  In his room you will find murder weapons, and all his plans written down on paper.  He makes notes of everything that he does it's his only flaw.  If I had not escaped his clutches you would not know any of this, and the next time you turn on a tap you might actually be dead yourself.'
  'Why are you telling me all this?'
  'Because he is a killer and I want to see him locked up.  I also need you to make me a promise.  Promise to offer me protection, promise that you are going to lock him up, and don't reveal my name to him.  If he suspects I have told you his plans he will send someone after me.  I know him.  He is very vindictive.  You have to promise to protect me from this lunatic?'
  'If we find what we are looking for I can assure you that we will pick him up.  He won't be able to hurt you once he is inside a cell.  Trust me, Jim, no one escapes my prison.'
  'But you must go now before he can carry out his plan,' Jim pressed on.  He insisted that DC Peddler should send his men right that very second.
  DC Peddler nodded and gave the order to send a squad over to the Rits.
  Jim couldn't stop smiling!  He rubbed his hands together and started chuckling.  He appreciated that he was a dumb idiot, but despite his mental incapacities he had somehow drawn a net around Ivan and now the net was finally going to close in and nab that nasty little Ivan fellow in one swoop!  
  Jim thought to himself:
  "I will finally be free of you, Ivan!  Ha!  My plan has actually worked!  That can either mean I am a secret genius...  Or everyone around me in the city of Fenwick are total idiots!  Either way I don't care...  The nightmare is over and I have won!'
